PAK-US STRATEGIC DIALOGUE- A PASHTUN PERSPECTIVE


The hollow claims of Pakistan commitment to peace in Afghanistan have been exposed by the statement of the former UN special representative to Afghanistan Mr. Kai Eide that the resent arrest of high profile Talibans leadership by Pakistani authorities, have jeopardized the process of secret peace talks with moderate Talibans. Mr. Karzai was also infuriated by these arrests though not expressing it publically. This mis-adventure of Pakistan indicate the real villainous intentions of Pakistan Military Establishment for elusive peace in Afghanistan.
International community should be well aware of the fact that Pakistan support only those Talibans who do not want the peaceful settlement of Afghan imbroglio. Pakistani Military Establishment was protecting those hardline Talibans who were killing US and Allied forces in Afghanistan. These arrests have made it clear that the root cause of the Afghan problem lie in Pakistan. Ironically, the billions of dollars that US is pouring into the pockets of Pakistani Generals are used to finance, train and equip those Talibans who are involved in killing the same Americans. It seems illogical and bizarre that the American tax payer money is spent on killing the American soldiers.

Pakistani Military establishment who is historically obsessed with the word STRATEGIC is currently involved in Strategic dialogue with US. A high level delegation of military-cum-civilian leadership is in Washington to find ways and means how to sell their fellow countrymen to US on prices higher than General Musharraf did. Pakistani have not forgotten the legends like Strategic depth of Afghanistan, the Strategic Retreat of Kargil, the Strategic defeat of 1971 and the Strategic wholesale bazar of General Musharaf. I do not know out-come of this strategic dialogue. But, one thing is clear that Pakistanis will face further humiliation, further terrorism, further selling of their daughters and sons, further burden of debt , further anarchy and further filling of pockets of Army Generals. People will forget General Musharafs retail-sale, when they will hear the stories of General Kayanis wholesale offers to US .

This time around, Pakistan has a new product to offer. Huge amounts are at stake as a very large number of pro-Pakistan Talibans are on Public Auction in Washington. Time will tell as to which group among Haqani Network, Quetta Shura or Gulbadin Hikmatyar will get the highest bid price. Musharraf used to sell individual, General Ashfaq Pervez Kayani is going a step further by selling larger groups. But, even at this stage Pakistani Military Establishment is clever enough to sell some expired products which are of no use to Pakistan. At this stage Americans should show their wisdom by demanding the real Talibans. Clean-shaved Punjabi uniformed Generals are the real Talibans, who are the root cause of all the troubles in the region. Besides these Generals, the Punjabi turbaned and bearded Talibans are also a threat to the regional peace. Durable peace in the region cannot be achieved until or unliess the Punjabi Talibans are eliminated. And these Punjabi Talibans are not located in North-West of Pakistan or Afganistan, rather they are hiding in cities like Faisalabad, Muridke, Lahore, , Dera Ghazi Khan, Rahim Yar Khan, Bahawalpur, Multan, and Karachi. I would advise the Military Establishment to include in the offer the Punjabi Talibans also. Surely they will get the highest price from Americans.

Pakistan can achieve nothing from this strategic dialogue. This is just a ploy to deceive the public through good stories, kind words and smiles from US politicians. Both countries have a long history of mistrust. Strategic dialogue takes place and can be successful when the two negotiating countries share the same priorities and same vision of the world. Both these important elements do not exist when it comes to Pakistan and USA. Pakistan has achieved nothing except a promise of Up gradation of 3 power plants. Pakistani pro-military media has blown it out of proportion as if something really important is taking palce.. For how long Pak Military Establishment will hypocritically hide the facts and deceive the public. Why the public is not taken into confidence on the demands by the US to attack those Talibans which were considered friends by military. Americans should know well that they can never succeed in eliminating the menace of terrorism in the region until or unless Pakistani Military openly condemn terrorism and start a hot pursuit of Terrorists. Another important factor which makes this strategic dialogue a doomed to fail exercise is the exclusion of Pashtuns from this dialogue. How can this dialogue succeed when the main party to the problem of terrorism has been excluded? Pashtuns, who are directly affected by Terrorism, facing and fighting this threat on daily basis is not considered by Pakistan to be represented in these talks. This shows the hypocrisy and the mal- intentions of Military Establishment towards Pashtuns who have been victims of genocide and terrorism. The success of strategic dialogue will remain an illusion until or unless the main stakeholder Pashtuns are not heard.

My personal opinion is that Pashtuns have realized that their real enemy is Pakistani Military. Mullah Abdul Gahni Birader who was negotiating secretly with UN is a testimony to the fact that Pashtuns do not trust Pak Military Establishment anymore. They want to talk directly with US and Afghan government to resolve the issue. Talibans have realized that they have been used as fodder in this war by Pakistan to protect the Punjabi and Wahabi interests. That is why some Talibans elements in Pakistan have turned against Pakistan and are involved in killing Pakistani military, secret agencies and police. Talibans must realize that they are fightin neither Jihad nor a holy war. Instead of fighting the war of Wahabism for Saudis and their Pakistani mercenaries, they should stop violence and start dialogue with the US and Afghan government directly. No body will stop them from practicing their religion. Rather than fighting a proxy war for Pakistan and Saudi Arabia, they should try to learn what their real roots are. They should return to their roots, culture and tradition. If Saudis and Pakistanis have so much love for Islam and Jihad, then they should fight it from their land. If they are really interested in Jihad then thousands of American forces are present in Saudi Arabia. Pakistan is also hosting US and NATO forces in its territory, providing them military basis,ports, human intelligence and all logistical support. These two countries which are a part of every problem in global terrorism, are fighting that war in other countries of the world including Afghanistan and Pashtun part of Pakistan, spelling the blood of other nations particularly Pashtuns. All the Nationalists, secular and educated Pashtuns headed by Awami National Party (ANP) have expressed the same views in a recently held Grand Jirga in Peshawar in which it was clearly identified that the two key causes of terrorism are: strategic depth policy of the military establishment of Pakistan; and the Arab expansionism embodied by al Qaeda under the garb of global Islam.

On the other hand Pakistan is not interested in rooting out terrorism, as terrorism can be eliminated by weakening the Motivation Power of the Terrorist Organizations. This can be done by providing real education rather than Wahhabis education of hatred. Education systems (curriculum & literature) of Pakistan and Saudi Arabia are just spreading hatred against other nations and religions like Hindus, Jews, Shias, Ahamadis and Christians. Through economic development, creation of Jobs, rule of law and supremacy of the constitution and good governance we can direct the energies of our youth for peace, stability, tolerance and love. Pakistan has failed in all these areas. Rather the money received from International Community is used piling up of more weapons. The bellies of some Generals are getting bigger and fatter then ever. While watching the distruction of recent Mingora blast, I was shocked to see a picture of a small boy dead on a garbage dump. A small boy who was supposed to be at school, was at the garbage dump , earning livelihood for his family. This poor boy was not spared even at a garbage dump to earn his livelihood. Talibans are offering handsome amounts to such young and poor Pakistanis to become bombers rather than good educated citizens of the country. This real example shows the failure of the Pakistani government which is creating an environment where only terrorists can flourish. Talibans are just a link otherwise the real motivational force for terrorism is Pakistani Military Establishment, which is not interested in the economic and financial betterment of its people.

The recent hue and cry by pro-military media on Kerry-Lugar Bill was not due to the fact that Pakistani Nation was insulted. Military felt insulted when the US made a deal with civilian government according to which the money was to be used for social and economic development rather than going into the pockets of Generals. As the Military Establishment could not double-time the US this time, they made it a matter of honor. Another irritant was the US commitment to civilian rule and democracy, directly in conflict with Military Establishment, the real ruler of Pakistan right from its creation. Military is selling the citizens of Pakistan to US with the sole purpose of earning money, that is not considered dishonorable and humiliating but when the civilians institutions are supported by US, it becomes a matter of honor.

To expose the double-timing of the Pakistani Military Establishment I would like to present one example of Military operations conducted by Pak Military to which I am a personal witness. Recently, Pakistan Military started a military operation against Talibans in F.R Kohat and F.R Peshawar. All the entry and exit were cordoned of by the military to these areas. Tthe people of Jawaki F.R Kohat area are witness to the fact that Talibans fighters were given a safe-exit by the military. These Talibans entered and dispersed in settled areas of Kohat city through adjoining Bazid Khel Area without any trouble and even stayed for one night or two in Bazid Khel.

I have personally seen military helicopters supplying logistics to these Taliban terrorizing, abducting and killing local civilians in F.R Kohat and Peshawar. It is impossible to live, train and attack without the help of military in these inaccessible hilly areas. Similar, things were repeated in South Waziristan, Swat and Bajour. The main victims of the aerial bombardment and artillery shelling were innocent civilians rather than Taliban who are considered to be a STRATEGIC ASSET.

Another story which shows the real motivational force in flourishing terrorism for which military is responsible. In a small village of Jawaki Babu Khel F.R. Kohat only one person named as Murad Khan was working as informer to Talibans. Before the military operation, he took hostage all the male members of that ill-fated village. Even male children were taken hostage by this Taliban informer. He told his fellow villagers that Military will kill them all on the charges of helping Talibans. Military has done it already in other such cases, so due to fear of being killed by military they all left the village, despite the fact that these poor villagers did not help Talibans. So, now all the women in that village of Babu Khel are all alone and not a single male member of a village is there to provide them food and protection. I am sure that the military would have killed those innocent villagers if they would have stayed, as we have been witness to many such abductions, tortures and killings by military. Ironically the same military gave a safe- passage to real Talibans. It means that government is involved in motivating civilians to join hands with terrorists or be prepared to be killed either by Talibans or military. There are hundred of examples of past military operations in which military killed innocent civilians. Taliban also killed innocent civilians on the charges of helping military. In both the cases innocent civilians are the victims.

At the end I would like to comment on the explanations given by my Pashtun brother and Journalist, Salim Safis to his Punjabi counterparts, where he seems to be apologetic about his language and culture. I would like to make it absolutely clear that as Pashtuns we are proud of our language and culture. If some Punjabis are afraid of our language and culture, they should consult a psychiatric. We are not against any language and culture, but we are proud of our heritage be it our language, culture or traditions.

Talibans of Jewish Descent? Experts are Checking

(IsraelNN.com) Experts at the National Institute of Immunohaematology in Mumbai, India believe a large group of Taliban Muslims might be descended of the lost Ten Tribes of Israel – and an Israeli rabbinical expert agrees.

Israel’s government is partially funding a genetic study to establish if there is any proof of the link, bringing an Indian expert in DNA profiling and population genetics to the Technion in Haifa. The expert, Shahnaz Ali, will be supervised by Israeli genetic research expert Prof. Karl Skorecki.

Rabbi Eliyahu Avichayil, who has dedicated his life to seeking out descendants of the Ten Tribes and bringing them to Israel, says he does not need or trust genetic testing for this purpose: “Rashi’s explanation to Jeremiah 31, 20 implies that the way to identify the Ten Lost Tribes will be via the Jewish customs that they maintain – and in this case, there are many of them.”

Rabbi Avichayil says that the Jewish-like customs that have been found among the Pathans - many of whom are now of the Taliban tribe - include sidelocks, ritual circumcision at eight days, cities of refuge for accidental killers, four-cornered garments, ritual immersion for women, and more. They also practice levirate marriage - not according to Moslem custom, which allows for various relatives of the deceased to marry a widow, whether or not she has children, but rather closer to Jewish custom, in that only brothers can marry only childless-widows.

The very name of the Afridi tribe, of which many members belong to the Taliban, indicates its origin from the Israelite Tribe of Ephraim, Rabbi Avichayil says. “The Pathans, 22 million strong, include not only the Afridic tribe, some 7.5 million people, but also the Rabanis, the Gadis, the Asheris, etc. – indications that many of them are of the Ten Tribes.”

Asked if we now have to consider the possibility of absorbing millions of Moslems from the east, including Talibanis, Rabbi Avichayil said, “I originally thought that it would be sufficient to merely have a small representation of each tribe, and then the Messiah could take care of the rest. But I was then encouraged by the Lubavitcher Rebbe to continue bringing more and more – but some basic conditions must still be met, such as good absorption arrangements – not as there were with the Ethiopians – and of course a willingness on their part. I met with some Afridi members in Washington, and they were very enthusiastic about what I was saying. If I saw that some of them were interested in converting and living a Jewish lifestyle, I would immediately do what I could to help them come here.”

Regarding Al Qaeda terrorist leader and mass murderer Osama Bin Laden, Rabbi Avichayil said, "No need for concern; he's not from these tribes, but rather hails from Yemen and Saudi Arabia."

Israel is to fund a rare genetic study to determine whether there is a link between the lost tribes of Israel and the Pashtuns of Afghanistan and northern Pakistan.

Historical and anecdotal evidence strongly suggests a connection, but definitive scientific proof has never been found. Some leading Israeli anthropologists believe that, of all the many groups in the world who claim a connection to the 10 lost tribes, the Pashtuns, or Pathans, have the most compelling case. Paradoxically it is from the Pashtuns that the ultra-conservative Islamic Taliban movement in Afghanistan emerged. Pashtuns themselves sometimes talk of their Israelite connection, but show few signs of sympathy with, or any wish to migrate to, the modern Israeli state.

Now an Indian researcher has collected blood samples from members of the Afridi tribe of Pashtuns who today live in Malihabad, near Lucknow, in northern India. Shahnaz Ali, from the National Institute of Immuno­haematology in Mumbai, is to spend several months studying her findings at Technion, the Israel Institute of Technology, in Haifa. A previous genetic study in the same area did not provide proof one way or the other.

The Assyrians conquered the kingdom of Israel some 2,730 years ago, scattering 10 of the 12 tribes into exile, supposedly beyond the mythical Sambation river. The two remaining tribes, Benjamin and Judah, became the modern-day Jewish people, according to Jewish history, and the search for the lost tribes has continued ever since. Some have claimed to have found traces of them in modern day China, Burma, Nigeria, Central Asia, Ethiopia and even in the West.

But it is believed that the tribes were dispersed in an area around modern-day northern Iraq and Afghanistan, which makes the Pashtun connection the strongest.

"Of all the groups, there is more convincing evidence about the Pathans than anybody else, but the Pathans are the ones who would reject Israel most ferociously. That is the sweet irony," said Shalva Weil, an anthropologist and senior researcher at the Hebrew University of Jerusalem.

The Pashtuns have a proud oral history that talks of descending from the Israelites.

Their tribal groupings have similar names, including Yusufzai, which means sons of Joseph; and Afridi, thought by some to come from Ephraim. Some customs and practices are said to be similar to Jewish traditions: lighting candles on the sabbath, refraining from eating certain foods, using a canopy during a wedding ceremony and some similarities in garments.

Weil cautioned, however, that this is not proof of any genetic connection. DNA might be able to determine which area of the world the Pashtuns originated from, but it is not at all certain that it could identify a specific genetic link to the Jewish people.

So far Shahnaz Ali has been cautious. "The theory has been a matter of curiosity since long ago, and now I hope a scientific analysis will provide us with some answers about the Israelite origin of Afridi Pathans. We still don't know what the truth is, but efforts will certainly give us a direction," she told the Times of India last year.

Some are more certain, among them Navras Aafreedi, an academic at Luck now University, himself a Pashtun from the Afridi tribe. His family trace their roots back to Pathans from the Khyber Agency of what is today north-west Pakistan, but he believes they stretch back further to the tribe of Ephraim.

"Pathans, or Pashtuns, are the only people in the world whose probable descent from the lost tribes of Israel finds mention in a number of texts from the 10th century to the present day, written by Jewish, Christian and Muslim scholars alike, both religious as well as secularists," Aafreedi said.

The implications of any find are uncertain. Other groups that claim ­Israelite descent, including those known as the Bnei Menashe in India and some in Ethiopia, have migrated to Israel. That is unlikely with the Pashtuns.

But Weil said the work was absorbing, well beyond questions of immigration. "I find a myth that has been so persistent for so long, for 2,000 years, really fascinating," she said.

MAIN CHARACTERITICS OF PASHTUN WAY OF LIFE WITH PARTICULAR REFERENCE TO AFRIDIS

An attractive feature of the Pukhtoon way of life is the joint family system which signifies their deep love for the family's solidarity and welfare. The desire of communal life emanates from a consideration of economic security and integrity. All the family members, even the married sons, live jointly in a house large enough to separately accommodate each married couple under the authority of the father who, as head of the family, manages the family affairs and exercises an immense influence in his own domain.
All the earning hands of the family, married as well as un-married sons, contribute their share of income to the common pool of resources. All expenses on food, clothing, education, health, birth, marriages and deaths are defrayed from this common fund. The mantle of authority falls on the eldest son's shoulders after the death of the father or when old age renders him unable to discharge his functions efficiently. The system of Nikat (ancestral line) which regulates the shares of losses and gains, debts and liabilities of each family, is the mainstay of Pukhtoon society. The internal management of the household rests with the mother who exercises her authority within her own sphere of influence. The joint family system, however, is gradually giving way to individualistic trends under the impact of modern influences. It is losing its hold, particularly on educated classes and well off sections.

RESPECT FOR ELDERS The Pukhtoon children are taught to show a great degree of respect to their parents and elders. Senior members of the family, particularly elders, command great respect. Parents are properly and reverently looked after in old age and every effort is made to provide them with all possible comforts. There is a famous Pashto maxim that "Paradise lies under the feet of the parents" and Pukhtoons true to their faith leave no stone un-turned in obtaining their blessings. It is generally believed that parents' curses bring sorrows, miseries and hardships. Sons and daughters, therefore, refrain from incurring the displeasure and curses of their fathers and mothers.
The elder's opinion prevails in all important matters. Kashars or youngsters of the community rise from their seats as a mark of respect when an elderly person enters the Hujra. Youngsters are normally not expected to talk or laugh loudly or smoke a cigarette or huqqa in the presence of their elders. Even in tribal Jirgas the younger members of the village are not allowed to speak. Everything is left to the discretion of their elders.

MANNERS: The Pukhtoons have several ways of greeting and salutation. Strangers passing on a road or thoroughfare exchange courtesies such as " Starrey ma shey" ( May you not be tired) and "Pa khair raghley" (welcome). This is answered by "Khudai de mal sha" (May God be with you), "Pa khair ossey" (May you live in peace) and " Ma khwaraigey " (May you not be poor). The Pukhtoons usually embrace their friends and relatives when they meet them after a long absence and warmly receive each other by a hearty handshake. This is followed by a train of questions about each others' welfare like " Jorr yey" (Are you alright?), "Khushal yey" (Are you happy?), "Takkrra yey" (Are you hale and hearty?) "Warra Zagga Jorr di" ( Are your family members hale and hearty ?) and "Pa Kor key Khairyat de" (Is every body well at home?).
A visitor entering a village Hujra is greeted with the traditional slogan of " Har Kala Rasha" ( May you always come) and he replies "Har kala ossey" (May you always abide). Friends while parting commit each other to the care of God by saying "Pa makha de kha" (May you reach your destination safely), and "Da khudai pa aman" (To the protection of God).
When meeting a pious or an elderly person, a Pukhtoon bows a little and keeps his hands on his chest as a mark of veneration. When talking about a deceased person, they often say "Khudai de obakhi" (May God forgive him). If a man suddenly appears at the time of conversation between some or more persons about him, they immediately exclaim "Omar de ziyat de, Oss mo yadawalay" (You have a long life, we were just talking about you ). The Pukhtoons very often use the word "Inshaallah" ( God Willing ) "Ka Khudai ta manzura wee" "Ka Khair Wee" (if all goes well) when they promise to accomplish a task at a particular time.
SOCIAL AND RELIGIOUS LIFE One of the outstanding characteristics of the Pukhtoons, as gleaned from their record, is their passionate love for freedom and violent opposition to any infringement of their liberty. They have preserved their liberty by the force of arms despite heavy odds. Inspite of their ignorance of military science, modern techniques of warfare, lack of sophisticated weapons and material resources, they held their own against every invader, including the British who were one of the most powerful empire builders of their time.

Though at times Pukhtoons were temporarily subdued, they could never be held in permanent subjugation or tied in the shackles of bondage. They offered staunch resistance to any one who ventured to encroach upon their liberty and refused to submit tamely to the position of the vanquished. " Their character, organisation and instincts" says David Ditcher, "have made them independent and strongly democratic, so much so that even their own leaders have little real control over them".

It is one of the striking features of Pukhtoons in general and Afridis in particular that they give up their individual disputes and tribal feuds, sink their differences temporarily according to the exigencies of the time, form a Sarishta or take a unanimous decision for collective action and fight shoulder to shoulder against their common foe. This most remarkable trait was duly noticed by Edward E. Oliver. " The most democratic and dis-united people among themselves", he says, "un-controlled and often un-controllable even by their own chiefs, all the clans have uniformly joined in hostility to us whenever opportunity offered".

The Pukhtoons are fond of firearms which they possess for their personal protection, honour and defence of their homeland. " They are never without weapon when grazing their cattle, while driving beasts of burden; when tilling the soil, only their dots. The love of firearms is a trait in their character, they will enlist or work in order to the wherewithal and buy matchlock or rifle, the latter being preferred; and if an Afridi at the end of his service has not sufficient to buy one, he makes no scruples of walking off with his rifle and ammunition ". Being gallant and courageous they love to join the army principally to show their mettle on the battle field.

Unsurpassed in vigil and marksmanship every Pukhtoon is almost an army in himself. The writings of many British officers bear testimony to their magnificent fighting qualities, especially of the Afridis, Mahsuds and Waziris who are described by them as "careful Skirmishers" and the best guerilla force of the world in their own hills. The Frontier, as a matter of fact, became the best training ground and an excellent school of soldiering for the British Officers for about a century. It was on account of their martial qualities that they are looked upon as the "Sword arm of Pakistan".

Among redoubtable Pukhtoon adventurers stand out in bold relief the names of Ajab Khan Afridi, Multan Khan, Kamal Khan, Ajab Khan Yousafzai, Dilasa Khan, Chakkai and Jaggar. LOVE OF INDEPENDENCE By and large the Pukhtoons are deeply religious. The land of these highlanders has experienced the influence of religious leaders for a long time, who, after making their way into the mountains aroused the religious sentiments of the local people and rallied them under the banner of Islam against the enemies of their religion. Besides less known divines, who occasionally sprang up and played their short but spectacular part on the stormy stage of the Frontier, the names of Akhund of Swat, Hadda Mullah, Haji Sahib of Turangzai, Mullah Powindah, Faqeer of Ipi, Mullah Syed Akbar or Aka Khel Mullah, Gud Mullah, Lewaney (mad) Mullah, Karbogha Mullah, Faqir of Alingar and Chaknawar Mullah also figure prominently in the religio-political history of the Frontier. Saints and divines exercised immense spiritual and political influence over their minds and it was on account of their religious zeal and fervour that they proclaimed a holy war (Jehad) against infidels. They fought a number of battles against the Sikhs under the leadership of Syed Ahmed Barelvi Shaheed and Syed Ismael Shaheed and later under the influence of the above noted religious divines and stalwarts.

Owing to their strong religious feelings for their brethren-in-faith, the Turks, a large number of Pukhtoons, especially the Afridis, deserted in large number from British army in France, Mesopotamia and Egypt in the First World War. They were averse to fighting against their co-religionists and that was why the General Officer Commanding in Chief, Egyptian Expeditionary Force, was compelled in November, 1917 to repatriate three Indian officers and 202 other ranks and all Frontier Pukhtoons of 58th Rifles from Egypt and recommended ban on their recruitment on account of their "bad behaviour".

The Pukhtoons are punctilious in offering their daily prayers and observance of fast during the month of Ramazan. Writing about the devotion of Pukhtoons to their religion, Major H. B. Edwards says, "whatever occupation they might be engaged in, whether business or pleasure, it was always interrupted at the hour of prayers". He adds, "in my tent, which was always full of people concerned in some case or other, they would break off the conversation, and ask to be excused for a moment; then take a scarf and spreading it in the corner towards Mecca, devoutly commence their genuflections ". Each Pukhtoon village has a mosque in which a Mullah or Pesh-Imam leads the daily prayers and imparts religious education to the village children. The Mullah is served free meals and he receives Zakat and alms from village folk. Alms giving and Zakat is common and Haj is performed by men of means. Alms giving is especially resorted during adversities and food is also served to the poor. On the occasion of Eid, Barawafat, Muharram, Shab-e-Barat and certain other religious day rich food is prepared to invoke the blessings of Allah.

The holy men, Saints, Sayyids and Mians are held in deep reverence. They give amulets and charms to the people which are considered to be antidote to illness, disease, calamity and evil influences. They are shown utmost respect and their hands are kissed in acknowledgement of their priety. The practice of Piri-Murid (Teacher-student relation in suphism) is also common. A Pir or religious preceptor guides his Murid or disciple n his spiritual progress. For this purpose he takes a Bai'at (affiliates himself) at the hands of the Pir who enjoys the reputation of holy man and has the ability to guide him in establishing commission with God. Sometimes lunatics and impostors are also mistaken for saintly persons. But the younger generation equipped with modern education and imbued with the spirit of enlightenment, is immune from such influences LOVE OF INDEPENDENCE Being orthodox Muslims with strong religious susceptibilities the Pukhtoons hold holy men and their shrines in high esteem. The devotees pay frequent visits to shrines and enter the presincts bare-footed and entreat the saint's blessings for the restoration of falling health, wealth and success in certain other ventures. The more a saint enjoys reputation, the more his tomb attracts devotees. Certain ziarats (shrines) have a special reputation for the cure of specific ailments and are credited with certain other virtues. For example prayers are offered for the birth of a male child at Ziarat Kaka Sahib and Pir Baba and visits to several other shrines are considered effective for curing of madness, rheumatism, dog bites, hysteria and certain other ailments. The visitors and devotees, particularly women bring back a handful of salt or gur which is believed to be a cure for illness. For Muslims, Friday is a sacred day and visits to the shrines are paid on Thursday or the night preceding Friday. Pukhtoons, like all good and devout Muslims, raise their hands and offer Fateha while passing by a graveyard.
Shrines are the safest places in tribal areas and the tribesmen keep their articles in them without any fear of pilfering. No one dares to lay hands on any article kept in a shrine due to the sanctity of the place and possible wrath of the buried saint. Reputable shrines are often under the charge of a care-taker (known as Munjawar in Pashto and Mutawali in Urdu) or a fakir who lives on the premises and collects donations both in cash and kind from the devotees to provide water and food to future visitors ( langar ). The trees around a shrine are never cut and t he birds enjoy complete safety. The observance of Urs or annual festival at various Ziarats is also common. The devotees attend these gatherings annually for two days in large number and engage themselves in Zikar or religious meditation.
Eid-ul-Fitr or Kamkay Akhtar and Eid-ul-Azha or Loe or Star Akhtar are the two main festivals which are observed with great zeal. In some places a fair is held on the Eid day while at others on the day following the Eid. The boys make large bonfires called Katamirs and kindle them on a hill top in the evening, preceding the Eid Day. Young and old alike, wear new clothes on Eid Day, and the entire area wears a festive look just as Christmas is celebrated by the Christians.
Moharram and Eid-e-Milad-un-Nabi or Bara Wafat' are also observed with deep reverence and due solemnity. Pious men among the Pukhtoons engage themselves in prayers particularly during Lailatul Qadar or " the night of power ".On this night the Holy Quran was revealed to the Holy Prophet of Islam. The night of Lailatul Qadar has been described in the Holy Quran as better than a thousand months. Muslim jurists differ in their opinion regarding the date of its occurrence. Some of them are of the opinion that this night falls on 21st or 23rd of Ramadan while others believe that it falls on 27th or 29th. However, all the doctors of Mohammadan Law agree that Lailatul Qadar falls during the last ten days of the holy month of Ramazan and every prayer is accepted on this auspicious occasion. TOBAY WESTAL: After a persistent dry spell when drought conditions prevail, the people of the villages headed by the Mullahs come out to the fields and offer prayers, at least for three consecutive days. This is called " Tobhay Westal " or supplicating God for rain. Besides, children of the village come out in streets and collect wheat, maize and barley from the houses of the village. While collecting grain the children chant in a chorus:- Ka cha ra karruloo ghanam - Khudai ba war kerri sra zaman ( God in turn will give sons to anyone who gives wheat), Ka cha ra karraloo joowar, Khudai ba war karri war pa war (God in turn will give sons one after another who gives maize) Ka cha ra Karreley Orbashey - Khudaya ta war Sara Kha shey (May God bless those who give us barley). After the collection of grain the children cook it and after serving it to the poor they pray for rains. They also go to the nearby graveyard and sprinkle water on graves.
List SOCIAL AND RELIGIOUS LIFE Doud Dastoor or customs and traditions are in fact the product of historical, geographical and economic conditions. Evolved in process of time, social usages become the guiding principles of day to day life and all individuals living in a particular society feel bound to abide by them. It is a common phenomenon that customary laws of the masses are not free from religious and even superstitious influences. In Pukhtoon customs at least some of them are also not immune from such influences. The use of amulets and talismans has already been mentioned. Besides, strange ways and means are devised by them to protect themselves from the evil eye and evil effects of Jinni and demons. Pukhtoon women believe that evil spirits cannot come near a newly born infant if a knife or a dagger is put near its pillow or at its head. Therefore, they always keep a sharp edged weapon besides the infant's pillow to ward off evil spirits. The child may be sick and suffering from diarrhoea, dyspepsia or any other malaise, but the old grandmother will ascribe it to the influence of some evil spirits. Instead of taking him to a doctor's clinic for treatment, she mutters charms and throws red hot metal in cold water to scare away the evil spirit or a possible evil eye. This, she believes, is the only remedy to cure the infant's illness. And if these charms do not work, she is convinced that the child is suffering from throat trouble. She takes him to some experienced man or woman of the locality for raising its uvula. This, in Pashto called is Jabai Porta Kawal. The raising of uvula is common all over the tribal areas. Some raise it by putting the index finger inside the child's mouth while others put a handkerchief around child's neck and give him a few jolts after muttering of charms. Not contented with this the mother will put amulets (Tawiz) round the child's neck as a protection against th e evil eye or Bad Nazar . The amulets written by a pious man and woven in a string are suspended round the child's neck. Some of these amulets are sewn in a cloth, some are wrapped in a leather or silver leaf inset with costly stones, depending on the financial position of the child's parents. Sometimes a black spot (Kalak) is put on the child's forehead in an attempt to protect him against the evil eye. In certain clans a child is deliberately kept dirty and ill clad for warding off the evil spirits. The claws of a leopard or a lion are also sometimes hung around their necks. The old grandmother also believes in charms. She takes a handful of wild rue (called Spailanay in Pashto) which is considered a panacea for warding off a malignant eye. She puts some wild rue on red hot coals and starts revolving the bowl round the ailing child while chanting some magical incantations. This is called "Nazar Matawal" or removing effects of the evil eye. After the wild rue is burnt it is kept in the door way of the house with smoke emitting from it. Sometimes an old woman takes a few red chillies, revolves them round a sick persons's head and then puts the pods in the fire. There is a famous maxim in Pashto that the Da ranz ranzoor raghaigee, Da stargo ranzoor na raghaigee", i.e. an ailing person may recover from illness but ailment caused by an evil eye cannot be cured'. On other occasions a goat or lamb is slaughtered and the blood of the sacrificed animal is sprinkled on the door or wall of the house to ward off possible natural calamities. But as a result of the general rise in education, the educated tribesmen no longer believe in such superstitions. They take their children straight to a doctor's clinic in case of illness. When a baby is carried out of the house, a veil is placed over its face to protect it against the possible affect of an evil eye. Some men and women are notorious for a malignant or evil eye. It is generally believed that their looks can break even a hard stone into pieces. Similarly mothers desist from carrying infants while visiting a house where death has occurred because of fear of Bad Ghag or evil voice. They also have recourse to some other expedients to guard the child against evil spirits. Besides this, several other superstitions are prevalent in Pukhtoon society. For example, the cawing of the crow on a house wall or top of a nearby tree is considered as a sign of the impending arrival of some guests. Similarly, falling of flour on the ground at the time of kneading is interpreted to mean that some guests or visitors can be expected. The howling of dogs at night is considered a bad omen, indicating the coming sickness or death of some one in the family. The winking of the right eye lid is taken to mean a happy tiding and throbbing of a left eye lid as a bad omen. In case of a hiccup, it is generally believed that an absent friend or relative is remembering. While removing shoes, if perchance, one shoe lands on top of the other, it is thought that the person would undertake a journey in the near future. If the right palm starts itching, it is believed that money will come into his hands. On the contrary if the left hand itches it is generally believed that the person will lose some money. The crowing of a hen, which is quite un-usual, is considered a bad omen and it is killed the moment it crows. The sight of a dirty man or a sweeper early in the morning is considered un-lucky. Similarly a distinction is made between fortunate and unfortunate days. Certain days are considered lucky for journeys while others are believed to be un-lucky. If a person dies at a place other than his village or home town, a black hen is slaughtered before the engine of a car or bus at the time of taking the corpse to its native place for burial. Similarly a black hen is slaughtered in between the fore-legs of the horse or mare of the in which the corpse is carried. The tribal Pukhtoons refrain from incurring the ill-will of Pirs and Fakirs and even men possessed with an evil tongue called Tor Jabay . The speech of Tor Jabay is considered more deadly than a lethal weapon and his curses may become harbingers of misfortune. The Pukhtoons generally rely on dreams. The sight of a white or green object, in a dream, is considered auspicious while black objects, fire and floods etc are considered inauspicious. They have a strong belief in destiny. Fate is considered as absolute and un-changeable. Some strange notions are found among Pukhtoons about the " Whirlwind of dust which spins abut in autumn". It is generally believed that the whirlwind is caused by a jin. Similarly when a storm blows for two or three days, the Pukhtoons are heard saying that some innocent man might have been brutally assassinated somewhere. A child born feet first is called "Sakki". It is generally believed that "a few gentle kicks from one, so born", can relieve pain in the back. During the winter when it rains continuously for a week or so, the children erect dolls made of flour clay called "Ganjyan". The ganjyan are considered a means of stopping the rain. The taking of FAL or omen from some religious book is commonly believed and practiced. On Shab-e-Barat the village women assemble in a house. Each woman puts a ring, comb or some other object in an empty pitcher and a small boy or girl is deputed to take them out one by one. At the time of taking out an article, a woman recites a few verses such as "Ma jagh kawa ma spara, Khudai ba dar karri pa tayyara" i.e. God will provide you with food even without ploughing fields. The better the verse in composition, the more it is considered auspicious. In matters pertaining to superstitions Pukhtoons now do not believe much in fabulous tales due to the general rise in education. But the illiterate, particularly those who live in inaccessible hilly tracts, are comparatively more superstitious than the people living in the plains. Charms and omens are generally believed in by the un-educated masses, especially the women. Though there are several references to the existence of spirits in the Holy Quran and Ahadith , yet belief in genii is considered as a superstition by almost all the European writers. It would not be without interest for the readers to know some thing about Pukhtoon's belief in jins. The Pukhtoons believe in genii, evil spirits and Churail etc. The genii, it is believed, can assume the form of a human being, beast, animal or of anything they want to. The genii are stated to be of two kinds ___believers and non-believers and good and bad. If a good tempered jin takes a fancy to a person, it will attend upon him like a faithful and devoted friend, ready to render him any service even at odd hours. The genii or fairies called Khapairay in Pashto are particularly known for their friendliness and there are innumerable tales of fairies sincerely devoted to their male friends. These creatures, which are described as resplendently handsome, help their friends in making fortunes. It has almost become proverbial about a poor man prospering in life that he has drunk a fairy's milk. Any person possessed by a Jin is believed to have the power of discovering stolen articles and predicting the future. When asked to give information about a certain object, he or she will excite himself or herself in a state of hysteria or induce a trance to make the predictions. A man acting like a lunatic is believed to have been possessed by a Jin. It is a common belief that the Jin possesses the victim's tongue and controls all his actions. When it occurs, a Sayyid, Mian or a learned Mullah credited with the power of exorcising the evil spirits is immediately sent for. He recites a few verses from the Holy Quran and conjures the jin to depart. The exorcist addresses the jin in a threatening language to leave, if soft words and entreaty prove of no avail. When the battle of hot words does not produce the desired effect, then the exorcist writes a charm on a piece of paper and burns it under the afflicted man's nose. Recourse is also made to certain other methods to force the jin to depart. Sometimes the afflicted person's hand is held in a firm grip by a strong man. He presses it as hard as he can till the patient starts crying out in agony and pain and appeals for mercy. It is believed that the jin speaks through the patient's tongue. The exorcist, therefore, asks it to leave and swear by Prophet Sulaiman (Solomon), who is believed to be the king of all genii, not to come again. Sometimes short wooden sticks are put in between the patient's fingers and his hand is pressed hard. If this device also fails then the exorcist places a frying pan on the fire with some ghee (melted butter) in it and throws a charm in the boiling ghee to make the jin flee o

For this purpose he undergoes the rigours of a chilla for a period of forty days. Chilla is of two kinds ____spiritual and temporal. The spiritual chilla is practiced for the purification of the soul whereas the temporal chilla aims at making wordily gains by means of controlling genii. During the period when anybody is undergoing the arduous task of chilla , he remains in a state of meditation, keeps himself aloof from the people and chooses an un-inhabited or deserted place, for self-mortification. He follows his Pir's instructions both in letter and spirit. By sitting within a circle (Hisar') drawn around himself he remains vigilant and contents himself with little food and water barely able to sustain him. There is the possibility of his becoming mad, if he moves out of the circle contrary to his Pir's instructions or frightened out by the resisting jin. It is said that during the last few days of Chilla genii appear before the probationer in horribly hideous shapes to frighten and lure him out of the circle. If he, succeeds in completing the prescribed course without falling a prey to the genii's insidious temptations, he gains control over them and the leader of the genii appears in person before the man for carrying out his orders and all the genii, old and young alike, follow suit. The Pathan has been dubbed cruel, treacherous, miserly and, in fact, every epithet of an opprobrious nature has been showered on his devoted head at one time or another by men who were either incapable of seeing things from the Pathan point of view, and of making allowances for his short comings, or who were so hidebound by the humanity mongering sentimentality, which passes today for the hall mark of liberal mind that they shudderingly dismissed the Pathan from their thoughts ( presumably with pious ejaculations) as an un-reclaimable savage" (The Hon. Arnold Keppel) The character of the Pukhtoons has always been a favourite theme of writers. The detractors of Pukhtoons have painted them in the darkest colours by describing them as savages, brutes, uncouth, cruel and treacherous, while the sympathetic writers have praised their manly bearing, open-heartedness and inherent dignity. To the latter set of historians they are not as barbarous as depicted. Their otherwise black character is studded with many noble virtues and their vices are the "Vices common to the whole of the community". Mr. Temple described them as noble savages "not without some tincture of virtue and generosity". The spirit of adventure and enterprise is characteristic of this hardy race of hillmen. They have their own sense of dignity and would not submit to injustice or insult even at the risk of their own life. The reason of blood feuds is not their vindictive nature or blood thirstiness but a spirit of liberty and the will to uphold justice, defend the right and avenge the wrong. Pride of race, consciousness of natural rights and intolerance of injustice are the remarkable traits of the Pukhtoon character. " The pride ", says H.W. Bellew, " of the Afghans is a marked feature of their national character. They eternally boast of their descent, their prowess in arms and their independence and cap it all by "am I not a Pukhtoon". Tall, muscular and healthy, Pukhtoons are fond of sports and war alike. Edward E. Oliver's evidence of Pukhtoon character is worth quoting. "He is", he says " undoubtedly brave to rashness, sets no value upon life, either his own or anyone else's. Trained from youth to feats of strength, endowed with wonderful power of endurance, he commands the admiration of most Englishmen". Summing up the character of Pukhtoons the Hon Mountstuart Elphinstone wrote, " they are fond of liberty, faithful to their friends, kind to their dependents, hospitable, brave, hardy, frugal, laborious and prudent". Firstly the people of one stock bound together by common ties of flesh and blood dwell in villages. Secondly, the standard of morality is very high in Pukhtoon society and cases of moral turpitude are almost un-heard of. Moreover, the Pukhtoons are so jealous of the modesty and sanctity of their women that they cannot tolerate even appreciation of the beauty or other attributes of their women by an outsider or stranger. They consider such an admiration as an insult to their sense of honour. Immoral practices, especially adultery, elopement, amorous advances, infidelity and illicit liaison between man and woman are put down with a heavy hand and death is a normal penalty in such cases. The guilty pair is generally killed if caught flagrante delicto. It is because of such deterrent punishment that no one dare cast an evil eye on a Pukhtoon woman without peril to his life. According to the Pukhtoons code of ethics, strangers refrain from loitering about un-necessarily when women set out for fetching water or bringing in grass or wood etc. They also desist from speaking to a woman and similarly it is considered indecent on the part of a woman to talk to a stranger except when she is in dire need of his help. "A woman or girl above ten years old", says Robert Warburton who served as Political Agent in Khyber Agency for eighteen years " is never permitted to address any male not connected with her by relationship. A stranger has always to be avoided, and if by any chance a woman comes across one in a narrow lane or road, she generally covers up her face and stands with her back towards him until he has passed ". It is also one of the etiquettes of the Pukhtoons to lower their eyes, gaze at the ground and step aside from the path when a woman comes across their way. Respect for women is also evident from the fact that she is not interfered with in case of tribal hostilities, blood feuds, village affrays or brawls. During the prosecution of feuds women are exempt from reprisals. It is considered below the dignity of a Pukhtoon to fire at women and according to tribal customs they are at liberty to supply food, water and ammunition to their men engaged in firing at a hill top or entrenchments outside the village. " During the prosecution of feud ," says L. White King, " it is generally understood that women and children under 12 are exempt from reprisals and are free to pursue their ordinary avocations without interference." In this connection Merk remarks that "during the blood feuds it is the first aim of each party to gain possession of the water supply of its opponents, and if it is under fire of the enemy, women who are theoretically never fired at, have to undertake the dangerous task of bringing water to the beleaguered garrison". In the words of Mountstuart Elphinston "no quarter is given to men in the wars, it is said that the Vizeerees would even kill a male child that falls into their hands, but they never molest women, and if one of the sex wanders from her caravan, they treat her with kindness, and send guides to escort her to her tribe". Though some writers have described tribal women as hewers of wood and drawers of water or only an economic asset', they are not socially as inferior as depicted. No doubt, they work hard but it is only a division of labour between man and woman. Though the husband plays a dominant role and the wife a subordinate one in a tribal society, this does not mean that women do not enjoy any respect. They duly exercise authority and influence in their own spheres. As a daughter she is loved, as a wife respected and as a mother venerated. There is a famous saying of the Holy Prophet ( Peace Be Upon Him) that heaven lies under the feet of mother, and Pukhtoon hold his mother in high esteem. She has a great deal of say in her domestic affairs. She controls the household finances and wields an over-whelming influence over her sons, daughters and daughters-in-laws. Besides household work and superintendence of children, the Pukhtoon code of ethics enjoins upon women not to burst into laughter in the presence of strangers or persons with whom they are not closely related; not to address their husbands by name, nor to speak loudly, and avoid being heard beyond the four walls of the house. The wives were required in the past to show the utmost regard for their husbands, remain in attendance while the husband was taking his meals and walk a few paces behind the husband while he went out of the house. There is a famous saying that there are two places eminetly suited for a woman, oen is her own house and the other the grave. But all this does not hold good any more. The status of woman has undergone a remarkable change during the past five decades, principally due to education and economic prosperity. Thanks to the efforts of government, big strides have been taken in the field of education. At present more than three thousand educational institutions are functioning in the length and breath of tribal areas with 2,42,862 students on roll. These include 2,13,021 male and 29,841 female students. The spread of education has immensely broadened their outlook. Women are no longer considered inferior and they enjoy the privilege of exerting their healthy and loving influence in domestic spheres.
It may be recalled that there was a strong prejudice against female education, particularly in rural areas before the creation of . The conservative and orthodox sections of the society, felt shy of sending their daughters to schools. It was considered disgraceful to send daughters out of doors, and there was a growing feeling that education other than religious, would have a baneful influence on the mind of the young girls. The parents were apprehensive that female education would provide an opportunity to young girls to write amatory letters to young men. But these prejudices against female education no longer exist. Times have greatly changed after and a pleasant revolution has taken place in the ideas of the Pukhtoons about female education. Tribal women are hardy, industrious, devoted and trust-worthy. They do the entire household work and also help their husbands in the fields. They faithfully stand by their husbands both in weal and woe and resist every foul temptation. " Neither would I have it inferred from the anecdote " says Lt. Arthur Conolly, "that the Afghans ill treat their women; on the contrary, they are both proud and fond of them. Those who dwell in the country have such confidence in their women that if they absent themselves from their homes, they leave their wives in charge of their establishment and a married woman may without a shadow of scandal entertain a traveller who happens to arrive at her husband's tent during his absence". TOORA (literally Sword, but means bravery) and " Marrana" (chivalry and courage) are considered essential traits of Pukhtoon character and women feel proud of husbands possessing such laudable attributes. They possess courage themselves and admire such qualities in others. Even in their folk songs they exhort their lovers to display bravery and courage on the field instead of running away like cowards. The following Pashto couplet and hundred others best illustrate their earnest desire that their near and dear ones should perform acts of valour and heroism on the battlefield: Translation: " May you come riddled with bullets," The news of your dishonour, cowardice may not reack my ears. Writing about the courage of Pukhtoon women Mrs Starr who served as a staff nurse in for a number of years says, " the women are not a bit behind the men in pluck. I remember one, typical of many, who, though unable to move and unlikely to live owing to a severe bullet wound, invariably replied to any enquiry on my part, " I am well; I am all right ". See, she is an Afridi, said her man proudly. " Pukhtoons go to any length in defence of their women folk and their history is replete with many daring examples. One such example was furnished by Ajab Khan Afridi, the hero of the famous Miss Ellis drama on the Frontier. In March 1923, the Frontier Constabulary, with the help of regular British troops, raided Ajab Khan's village in Dara Adam Khel. The troops with scant regard for the sanctity of women, searched his house and according to certain reports women were subjected to search and insult. This news beat across his mind like a thunder-bolt and Ajab Khan's anger knew no bounds. Infuriated by the alleged insulting behaviour of the British troops, he vowed to wipe out the insult with insult and retrieve his honour by a similar action. He raided the enemy's houses and succeeded in lifting Miss Ellis from the heart of Kohat cantonment. He, however, treated the girl honourably and released her after redemption of his honour. Pukhtoon women wear simple dress. It consists of a Partoog (Trousers), Qmees (Shirt) and a Dupata (chaddar or scarf). Old women prefer loose and baggy trousers, long shirts with wider sleeves and coloured clothes. Fashionable clothes and footwear are now becoming popular among the new generation owing to constant intermingling of the tribesmen with the inhabitants of cities. New dresses are becoming common, as tribal girls are not averse to modern comforts and fashions. With the march of time, old heavy silver ornaments have been discarded and replaced by modern and delicate ones. Pukhtoon women use a variety of jewellery such as pendants, bracelets and necklaces. The pendants include Pezwan , Nata or Natkai (large nose rings), Chargul , Peeta and Mekhakey ( small nose ornaments), Walai , Jarmootey, Dewadi and Duroona ( large ear rings ), and Teek worn on the forehead. The bracelets comprise of Wakhi , Bavoo , Karrey and Bangri or bangles. Haar and Taweezoona may be mentioned among necklaces. Besides the use of silver ornaments called Sangley (Pazaib) worn round feet near ankle, Ogey or neclet, Zanzeer or chain and finger rings, are also in common use. << BACK The Paizwan is suspended below the nostril edge. Chargul and Nata are worn on the right side of the outer part of the nose and Maikhakai and Peeta , comparatively smaller ornaments, are worn on the left side of the nose. Haar and Taweezoona consist of three to five flat silver pieces about one and half inch square each, are worn over the breast. The Zanzeer , a silver ornament about ten inches in length and imbedded with shining stones, is also suspended from the shirt collar on the breast.

KIDNAPPING FOR RANSOM- PAKISTANI STATE MACHINERY INVOLVED




I was amazed to read a news story titled " The kidnapping of young Briton Sahil Saeed has focused the international spotlight on one of Pakistan's more murky secrets". In fact, the world and international media in particular know well about the kidnapping for ransom in Pakistan. It has become one of the most profitable business in Pakistan. Last year thousands of documented cases of kidnapping have been reported in Pakistan with Punjab topping the list with 11 000 cases of abductions. In most of the abductions cases the missing persons simply disappear. No body knows, how these people disappear and where they can be located. Supreme Court of Pakistan is processing the cases of thousands of missing persons but the Agencies (military & ISI) are reluctant to co-operate with the Court, rather hurdles are created.

Of course, small criminal gangs are also involved in this heinous crime, but we always miss the root-cause of the problem and the main culprits. It is been proved beyond any doubt that ISI has been using this method of Kidnapping for Ransom to finance its so-called Jihad in Afghanistan against former Soviet Union and later after 9 11 to finance the Talibans in Pakistan and Afghanistan waging war against US and Allied forces. Besides kidnapping, other methods of collection of black money were looting banks, donations through different jihadi organisations, receiving bribes from corrupt bureaucrats and politicians and most important of all the drug business. Former Prime Minister Nawaz sharif rightly pointed to this heinous crime of Pakistan Army and ISI in his interview with Kamran Khan published in Washington Post.

Until or Unless this rogue Pak Army is not made accountable for such crimes, it will continue. Mr. Ansar Abbasi, in his Column, coinciding with the Women Day of March 08, has made the Police a scapegoat in the above mentioned case along with other similar cases, but he missed the point, who actually is responsible for this state of the affairs? Of course, police is directly involved in some crimes but in most cases police is forced by Pak Army and ISI to release or not to arrest the culprits, as the criminals are on the pay-rolls of these two powerful institutions.

To another assertion of Mr. Ansar Abbasi that the Islamic laws introduced in Saudi Arabia, UAE and Iran have been instrumental in reducing such crimes in these countries. I do not think the inhuman laws of medieval ages could be introduced in this modern age by lashing people, cutting their hands and cutting their throats in public. These laws or practices are not something exemplary to present them as good example to the world. I would like to pose a simple question as to how many innocent people have been lashed, amputated and killed through these draconian laws of medieval times?

Of course there is crime in European countries like UK, France and Germany, but these are not POLICE STATES like Saudi Arabia, UAE and Iran. Their Criminal Justice System is based on respect for Human Rights and dignity of a person. It is here that the real system of the fear of Certainty of Punishment is practiced. What kind of justice system we want to offer to the world in which people are lashed, amputated and killed publicly. Is it viable to introduce such barbaric and medieval system in the modern civilised world and label it as Islamic? Muslim are already suffering from bad image and the naive suggestions presented by Mr. Abbasi can further tarnish our image as Muslims. Mr. Abbasi may be nostalgic about the former Taliban regime in Afghanistan and the medieval draconian wahabist Islamic Ideology, but to term it a true Islam is not fair.

Mr. Abbasi termed the police training, capacity building, increase in the pays of Police and judges as futile exercise.I think only a person out of mind can say such things. He is just harping the tune of Pakistan Military and ISI system of justice where innocent civilians are abducted, tortured and killed extra-judicially, who wrap up the constitution of Pakistan and Judiciary under the force of gun. Crimes, lawlessness, injustice, chaos, corruption and intolerance are rampant in societies where old machiavellian concept of Power is Rights is the norm.

PASHTUN NEO-NATIONALISM AND DIVIDED PAKISTAN ARMY


The recent waves of suicide bombings targeting mostly the army installations in the most sensitive areas like Lahore Cantonment and Model Town, striking first at an office of FIA involved in Anti-terrorism intelligence and investigation killing 50 people and injuring dozens and in second 2 suicide bombers striking the heart of military in Lahore on March 12, 2010, killing at least 57 persons, most of them army personnel, and injuring 136 others. In between these two attacks, Mingora the capital of Swat was again struck by terrorist killing 15 people and injuring a couple of dozens. Seven small intensity explosions have been reported from different parts of Lahore resulting in minor injuries since. I do not know why the Army cannot read the writing on the wall.
By carrying out such suicide attacks against military installations in Punjab and other parts of Pakistan. Tehrik-e-Taliban Pakistan TTP and its Punjabi affiliates like banned Sipah-i-Sahaba Pakistan (SSP), Lashkar-e-Jhangvi (LeJ), Jaish-e-Mohammed (JeM) and Harkat-ul-Jihad al-Islami have succeeded in creating a divide between the Punjabi officer class and their Punjabi and Pashtun soldiers, weakening their loyalty to the officers. Regarding Frontier Corps (FC), the Pashtuns soldiers have deserted in big numbers in protest against the Punjabi officers actions against civilian Pashtuns. It represent East-Pakistan like situation before the break-up of Pakistan in 1971. As the low-ranking soldiers have been indoctrinated into jihadist ideology by Pakistan Army , now it is very difficult for them to come to terms with the fast changing loyalties of Pakistan military Establishment for the sake earning money from USA.

In my previous articles I have been pointing time and again to the fact that antagonizing Pashtuns by indiscriminately bombing and shelling them will result in dire consequences for the other dominant ethnic groups in the country or even a rebellion against the state of Pakistan will start. This is what is happening now. I have been crying time and again to inform our haughty military elite that America is 11000 miles away from Pashtuns but Punjab is just at our doorstep. If the present trend of genocide of Pashtun continue, the war theatre will soon be shifted from Pashtun areas to Punjab and Karachi. Exactly the same is happening.
Now, time has come when the defenders of Pakistan (Pakistan Army), who claim every now and then that they have conquered South Waziristan, Bajor, Khyber and Kohat (by hoisting Pakistani flag on these territories for the first time in the history of Pakistan), cannot protect themselves in the urban centers of Pakistan like Punjab. Rather than blaming themselves for what they have sown in the tribal areas , they will have to reap, they are blaming the civilian leadership for shortcomings and lapses of security. If Pakistan Army is not capable of defending itself against the terrorists or rather neo-nationalists Pashtuns then how can our poor police protect them.

The military Establishment should think a bit for a while as if the present targeting of the Army convoys and military installations is not the revenge attacks of dignified Pashtuns nationalists whose honor has been trampled by Pakistan Military rather than Talibans. In Pakistani war theatre, the addition of this new neo-nationalist Pashtuns insurgency cannot be ignored, which is solely based on a well know Pashtun tradition, BADAL (revenge).

Qazi Hussain Ahmad in his recent article published in the Jhang newspaper, has rightly described the Pashtun traditions of Pashtunwali and Badal (REVENVGE), by giving two famous examples from Pashtun history. But ironically , we learn from history that we never learn from history.

Gahzi Nadir Khan, the father of famous and longest serving King Zahir Shah of Afghanistan, was killed by an ordinary young students of Hubaibiya College in Kabul in front of heavy security. The reason was that the security forces of the king dis-honored his mother and he was determined to take revenge for that.

Pashtuns go to any length in defense of their women folk and their history is replete with many daring examples. Ajab Khan Afridi, was made a legend, when he lifted Miss Ellis the daughter of British Deputy Commissioner to revenge the dis-honoring of his family. In March 1923, the Frontier Constabulary, with the help of regular British troops, raided Ajab Khan's village in Dara Adam Khel. The troops searched his house and according to certain reports women were subjected to search and insult. He succeeded in lifting Miss Ellis from her house despite heavy security and the dangerous Alsatians dogs guarding the fortress like house. But as a real Afridi Pashtun and a MAN OF HONOR, he did not dis-respected her. Rather he treated her with such respect and honor that still she remember him for his courage, bravely and respect for women.

I personally encountered a young student studying in a college in Rawalpindi, who was abandoning his studies and leaving for his village in Waziristan to take revenge of his killed brother who was killed in a military operation. When asked how he will recognize who killed his brother, does he know his enemy, he flatly replied that army killed his brother and he is going to take revenge from Pakistan Army.

I really doubt that Pakistani army knows about the traditions of Pashtuns and they know about the future consequences. It is clear like a day light that in all the recently conducted suicide attacks or targeted killing Army is the main target. What ever explanation presented, the reality is that some Pashtuns are taking the revenge for dis-honoring the Pashtun mothers sisters and wives.

I totally agree with Nazir Naji that Pashtun nationalist sentiments are on rise and in near future the Pashtuns are expected to raise arms against Pakistani state. I would like to add that neo-nationalist Pashtuns have already started a fight for their independence.

Second, nothing has been done to rehabilitate the refugees in Swat. Not a single house, hospital, school and other infra-structure has been re-built to provide relief to the people of Swat. nothing is done to provide shelter and food to the more than one million FATA refugees that are stranded in different parts of Pakistan. Even other international organization like International Committee of Red Cross (ICRC) and UN have been barred from helping the FATA refugees. The results will be very dangerous for this negligence of Pakistani state particularly Pakistan Army, which is specialist in destruction, which can abduct, torture and kill the people which can only destroy the properties but cannot rehabilitate the civilians.

Tallat Hussain asserts in his 12 March live discussion on AJJ news that the bombs that exploded in Lahore on the night of 12 March were fire crackers. While reporting from an area where Pakistani military is involved in the so-called war on terror, it is naïve to here from him that it is not possible for army to conduct operations against Terrorists in Urban centers like Lahore, Faisalabad and Karachi. I would like to ask him a simple question, on what logic the military operation in Swat was started? If Swat is not a settled urban area? Why, long range artillery, helicopter gunships and bomber jets were used against innocent civilians in Swat?

For him it is normal to violate all international norms and conventions at one area because that is inhabited by another race like Pashtuns but when it comes to the urban centers where Punjabis live it becomes the responsibility of the civilian institutions like police to conduct operations. Why these double standards are adopted for Pashtuns?

At the end, the suggestion of Mr. Salim Safi for ANP leadership to make a deal with PML (N) on the issue of the change of the name of PAKHTUNKHWA with the construction of Kalabagh Dam is really stupid, damaging for Pashtun interests and unacceptable. Times have come for independence of Pashtun nation rather than bargaining for pity thing like the change of the name of their land. Only a Pashtun out of mind, can present such suggestion to inundate its whole populations for the interests of Punjab, who is bent upon torturing and killing innocent Pashtuns and supporting Talibans. Bye the way, will he explain as to what benefits Pashtun will receive by the construction of Kalabagh Dam?? Does he know the extent of damage that its construction will bring on the families living for centuries, the whole infra-structure and ancient cites which are an ancient heritage of Pashtuns?

PASHTUNS-IN SEARCH OF AN IDENTITY


Despite the fact that most of the terrorists involved in the horrendous and mindbogling 9/11 terrorist attacks were of Arab Origin, the developments afterwords have been a tragic testimony to the fact that it was the Pashtun nation which suffered most. They were between two fires since Soviet Invasion of Afghanistan. Pashtun culture, national identity, way of life, customs and traditions were under attack by bearded-Turbaned-illiterate Talibans and the US-Trained Clean-shaved Pakistani Generals with Talibans mind-set, heading the military establishment in Pakistan. Both these two enemies of the the Pashtun race are responsible for the destruction of the true traditions of Pashtuns. These two mercenaries are bent upon killing, torturing and humiliating Pashtuns not only in Afghanistan but now in the whole of Pakistan.

Both are receiving money from different sources including Saudi Arabia to work as proxy to impose the strict Wahabist ideology on the followers of Bacha Khan the epitome of non-violence and peace. In the land of the Pak, pashtun nation has been subjected to humiliating and un-dignified treatment from Peshawar to Karachi by the civil and military apparatus. Today, Pashtuns are under siege by Talibans, who are bombing, killing, abducting, and torturing innocent Pashtuns. while on the other hand the Pakistani police and military is traumatising them with the same tactics by daily searches, arrests without warrants, in-human treatment in police and secret agencies custody, extra-judicial killings, abductions without judicial process, and torture on the pretex of being Talibans. It is on record now that the Attorney General of Pakistan has told the Supreme court of Pakistan on the disappeared persons case headed by Justice Javed Iqbal that the military and civilian intelligence agencies are not co-operating with the civilian government for the release of those disappeared persons. Which means that there is no rule of law and supremacy of the constitution in Pakistan and the secret intelligence agencies are abducting innocent people with impunity. According to reports by different Human Rights Organisations about 10000 civilian have disappeared in Pakistan since 2001. It is also a well known fact that it was due to the taking up of the missing persons case by the SUPREME COURT of Pakistan that the military controlled secret agencies like ISI and MI started a concerted campaign to force President Musharaf to impose second Martial Law against his own government just to remove the Chief Justice of the Supreme Court of Pakistan, Iftikhar Mohammad Chaudry and his collegues in the Supreme Court. Pak military is providing all financial, logistical assitance, training and sanctuaries to Talibans to be used as fodder in the war on terror against US and Allied forces in Afghanistan, while in Pakistan the same military is involved in the killing and genocide of the innocent pashtuns in FATA and Pakhtunkhwa. One cannot grasp the depth of the hypocrisy of the Pakistani military establishment, bent upon playing double game both with USA and Pashtun Nation.

Pashtuns are harassed daily by conducting each and every mile police and military searches in Pakhtunkhwa. They do not discriminate between women, old ones and patients who need urgent medical treatment. If some educated Pashtun raise a voice against this discrimination and harassment he is made an example for others by publicly beating, by arresting and torturing on the pretext of so-called war on terror. There are hundreds of complains filed by professors, students and doctors who have been meted out this humiliating treatment. In Punjab and particularly in Sindh Pashtuns are in very horrible conditions. They are threatened by the gangsters of Muttahida Qaumi Movement and other Sindhi nationalist organisations to leave Sindh and Karachi. Their businesses and transport is not safe. Their shops and buses are burnt in Karachi and looted and burnt in Interior Sindh by Criminal gangsters with the assistance of Police. They are not issued Domicile and Identity Cards. Written instructions are displayed at the offices of the NADRA in Karachi for Pashtuns not to come for the Domicile and ID Cards. Pashtun students are denied admissions in different colleges and universities of Pakistan. In a concerted secret policy, Pashtuns are marginalised and prohibited to enter civil service in other parts of Pakistan.

DILEMA OF PASHTUN LEADERSHIP OF PAKISTAN IN THE NEW MILLENNIUM


The plight of the people of Federally Administered Tribal Areas of Pakistan (FATA) does not seems to be on the priority list of the present government and military establishment. FATA is bleeding, military operations in South Waziristan, Mohmand, Khyber and Orakzai agencies are underway killing innocent tribesmen while people like Wali ur Rehman are making press conferences from areas (Miranshah Fort) supposed to be under army control. The whole Fata and N-WFP is like a war zone, ordinary pashtuns are being killed both by Talibans and military secret agencies with impunity. Nearly half a million refugees from FATA are living in abject conditions, while government under orders from ARMY establishment is not allowing local and international NGOs like ICRC to help them. Journalists are completely barred from entering and reporting on FATA, Only government or military version of information is available to the international community.

Pakistan Army is using fighter Jets, gunship helicopters and long range artillery against civilians indiscriminately. More civilians are killed then the extremists elements in these operations, which are basically not targeting Talibans and other extremists rather ordinary civilians are killed on daily basis in the ongoing military operations in South Waziristan, Orakzai, Kurram, Khyber, Mohmand and Bajawar Agencies, besides in the FR regions of Bannu, Dera Ismail Khan, Lakki Marwat, Peshawar and Kohat. It is a clear violation of the Geneva Convention and International Community must rise to condemn it. If record is history, Pakistan has not killed a single Taliban leader in its 7 years army operations in FATA and in settle areas like SWAT, while the civilian deaths are about 30000, which is horrible reality beyond imagination. Molvi Fazlullah former Waali-e-Swat, Tariq Afridi, the King of Darra Adam Khel, Hakimullah Mahsood the Emir of the de-facto "Islamic Emirate of Waziristan. Haji Mangal Bagh Afridi the de-fecto Political Agent of Khyber Agency,Maulvi Faqir Mohammad the undisputed lord of the ring in Bajaur Agency, Umar Khalid the DC of districts of Charsadda and shabqadar, Molvi Gul Bahadar, Molvi Nazir and Jalaludin Haqani are presiding over the rotating Presidency of North Waziristan are all alive and no body dares to touch these fanatics. Even Baitullah Mehsood was killed by US in a drone attack rather than by Pakistan. Pakistan must be made accountable for its violations of all moral and international norms in its so called war against terrorism. According to a news report published in The News on January 15, 2010, 12 dead bodies of unidentified persons have been recovered from Akhurwal area of Darra Adam Khel, F.R. Kohat, which speak clearly of the atrocities committed by the security forces of Pakistan in the area in collusion with Talibans of Darra Adam Khel. It is after the publication of a Report by Human Rights Commission of Pakistan (HRCP) on the issue of Mass Graves in Swat and my assertions that the bodies of innocent people being killed in FATA are shifted in Trucks to other areas of Pakistan to be buried, have cautioned the secret agencies and now innocent people are being killed by these unbridled secret agencies and then thrown out in the streets. It is a clear cut genocide of Pashtuns and International Community should take notice ot it. Particularly, US must make Pakistan accountable for its help provided to the Talibans Fighting in Afghanistan. The reason for Every US and NATO soldier killed and wounded in Afghanistan can be traced to Pakistan which is actively supporting Talibans in Afghanistan by providing them training, sanctuaries and finances. It is a well known fact that Taliban Quetta Shura, Gul Badin Hikmat Yar Group and Haqqani Network of Noth Waziristan are supported by so-called rogue elements in ISI. It is ironical that how a super power of the world with a formidable secret service like CIA cannot detect the secret support in terms of training, logistics, finances and sanctuaries provided by Pakistan to Talibans fighting in Afghanistan. If the current trend and policies continue the US and its NATO allies are going to face the same fate as former USSR did. US tax payers must ask the White House to explain as to how the money is spent to finance the war on terrorism. Pakistan must be made accountable for the money it is receiving for war on Terror. The money aimed at eradicating terrorism should not be used to buy weapons to be used against US and Allied Forces in Afghanistan. This aid money should not be used to train and provide sanctuaries to Talians. As the tricks and treaturies of Pak-Army have been exposed in war on terror, now it is using different means to pressure US not to give priority to Civilian Government. While no protest were recorded for the military aid , it is openly expressing its reservations of Civilian Aid through Kerry-Lugar Bill. Hurdles have been surmounted to stop giving visas to personnel destined to monitor the aid provided under US $ 7.5 billions spanning over a period of 5 years. The reports are published deliberately about stopping of the US Diplomatic cars and the rude behaviour of US Citizens or diplomats and criticising the civilian government for releasing these diplomats. Concerted media campaign have been launched in Print and Electronic media by journalists and anchor persons on the pay-rolls of ISI are some of the clear examples how the military establishment is trying to flare public anger. The money given for war on terror is used to create anger among public against USA. In this way they are killing two birds with one bullet. On one hand they are black-mailing the civilian government and on the other they are bargaining with the US to evade accountability, stop civilian aid which can be used for the betterment of the people of Pakistan rather then going into the pockets of few Generals, and give them free hand in war on terror to pursue it in their own way and terms and conditions, no matter how detrimental it may be to the US and Pashtuns interests.

US Afghan centred-strategy has failed. Now, time has come for the US to re-think its military, political and diplomatic strategies in the region, by isolating the Al-Qaeda and Talibans Internationally with particular emphasis on Pakistan and Saudi Arabia who ae financing and training Talibans. If US is interested in the real solution of Afghan conflict it must attack the root cause and the root cause lies in Pakistan and Saudi Arabia.

The pashtun nationalists sentiments are on rise against Punjabi dominated army, which will lead to more chaotic situation in future. Pashtuns are being killed mercilessly and International community is a silent spectator. But, Punjab should know that it will not receive bouquet of flowers from Pashtuns, for their killing spree in FATA and N-WFP. Resultantly, the urban centers of Punjab, like Rawalpindi, Lahore and Multan have been attacked. For the first time in the history of Pakistan THE ARMY GHQ is attacked and the aura of invincibility of ARMY is gone. As written in my previous articles that Karachi is on the verge of explosion, that has turned into truth when 45 Shiite processionists were killed in a bomb blast and the resultant setting on fire the markets and shops indiscriminately by furious mobs or organised politico-criminal mafia in Karachi. It is to be noted that before setting on fire the shops and markets right from Light House to Bolton Market, the criminals gangs looted and plundered the markets. An illegal money market was also the target of these attackers, from where it is believed that billions and trillions of illegal currency was looted. Whether this money goes into the pockets of MQM gangsters or ISI-Tablian-Terrorist-Network, in both cases the losers will be Pashtuns because this money will either be used in Karachi or in Pakhtunkhwa to kill innocent pashtuns.

The phenomenon of target killing has re-surfaced and dozens of activists of different political parties, interest groups and religious groups are killed on daily basis. The MQM is threatening to resign and sit in the opposition if its workers are continued to be killed. While other political and religious parties & sectarian and ethnic groups are blaming MQM for killing their activists. The scale of killing cannot be gauged independently due to self-censor, threats and pressures from all the actors involved in the game of blood and flesh. Pashtuns are openly threatened to leave Karachi or face the music of death. Many pashtuns have been killed, their properties including shops, houses, cars and buses have been destroyed and hurdles are mounted to stop them earn their livelihood with dignity. Ironically, here too our Pashtun leadership is silent.

I would like to appeal once again to the leadership of Pashtuns particularly, Asfandyar Wali Khan, Afzal Khan Lala, Abdul Latif Afridi, Mahmood Khan Achakzai and Afrasiab Khattak to keep a keen eye on the fast changing situation in Pakistan and its implications for Pashtun nation. In his meetings with Americans and Europeans leaders, he should forward the case of Pashtuns in such a way so that Pashtun interests are protected in the future emerging situation in Pakistan particularly the plight of pashtuns in Punjab, Baluchistan and Karachi. He should also be aware of the fact that Pakistan is on the road to Balkanisation. While maintaining Anti-taliban policy, he should inform and encourage the moderate educated nationalist pashtuns to be prepared for any eventuality, in case that Balkanisation happen. Talibans and Inter Services Intelligence of Pakistan have clear-cut goals and objectives to use Pashtun youth as fodder for their mercenary war against Afghanistan, India, USA and NATO forces stationed in Afghanistan to eradicate terrorism and extremism. It is high time for the Pashtun leadership to evolve a new strategy for the Pashtun nation to protect them from the 1400 years old puritanical religious obscurantist ideology and the political and military strategic depth policy of anti pashtun elements. A grand Jirga of Pashtuns from Pakistan and Afghanistan is a need of the hour for creating a consensus on the future of Pashtuns. There is a need of a permanent body(Thank Tank) of Pashtuns like CENTRE FOR PASHTUN STRATEGIC STUDIES IN THE NEW MILLENNIUM, for devising plans for the protection of the interests of Pashtuns in the region based in UK, USA or France. We cannot put our head into sand like an ostrich and waiting others to define our destiny. We should rise to the occasion and demand our rights and fight for our rights politically and diplomatically on International forums. I would appeal in particular to Pashtun DIASPOR in Europe, UK, USA and Middle East to come forward with funding the Pashtun Lashkars that are fighting the oppression and Terrorism of Talibans in FATA and Pakhtunkhwa. They should also support morally and financially the Pashtun-Development-Oriented-Institutions like The Aryana Institute for Regional Research and Advocacy (AIRRA) and The Bacha Khan Education Foundation (BKEF). Pashtuns should be ready well equipped politically, financially, ideologically and diplomatically for a NEW STATE OF PAKHTUNKHWA. I have a vision of a Great State of Pashtun Nation which includes Afghanistan, certain parts of Baluchistan, complete FATA and and N-WFP.
